Quote an application

POST /api/v1/quotes

Every fee for a set of choices, with the government's marked. Saves nothing.

In the MCP server this is quote_application.

`classes`	integer	Yes	How many classes.
`free_form_classes`	integer	No	How many of them use wording outside the class list, which costs a USPTO surcharge.
